The purpose of this study is manual annotating, a corpus for Bahasa Indonesia and Bahasa Melayu. Corpus for both languages has been made by many researchers before, but the focus of this research is only on words with the same vocabulary but which have very different meanings. The data were obtained from social media, so informal words were found. As many as 2100 words for each language were identified which were then randomly selected so that 300 words with the same vocabulary but with different meanings were used. The objective of this study was to confirm that this condition can influence the results of polarity sentiment. At the end of this paper, we will show the results of the influence of the conditions of the two languages on the polarity of sentiments. From the manual annotation, an annotation agreement test was made by three Bahasa Indonesia annotators and three Bahasa Melayu annotators. The results of the annotation found that there were 63 out of 300 words that experience different polarity. Results of score agreement among annotations for each language show that there is good agreement among the annotators during annotation process. Pages 1 to 14

This study aims to examine the effect of the use of village funds on community empowerment in Indonesia, based on Ministerial Regulation No.4 of 2017 concerning the priority of the use of village funds. The poor, especially in terms of the economy, and in particular in the rural areas, need to be given assistance to improve welfare and purchasing power by being given community empowerment by the government. The Indonesian government provides funds, namely village funds, intended to fund the implementation of rural development programs and activities and empower village communities. This research uses explanatory methods. The sampling technique in this study is saturated sampling. Data were obtained from 75 respondents. The data used in this study are primary data. Data collection techniques in this study were by distributed questionnaires. The analytical methods used are the classic assumption test, simple linear regression analysis, and hypothesis testing using t-statistics to test the regression coefficient, with a 0.05 level of significance using the SPSS 24.0 program. Due to rapid population growth in the city of Bandung, the Bandung City Government must ensure existing transportation facilities and infrastructure are adequate to accommodate such growth. Problems have been seen, however, in Bandung today in regards to transportation facilities or places to accommodate mass transit vehicles, known as terminal. According to the Department of Transportation, one of the problems is in the Sub Terminal Stasiun Hall, which already feels uncomfortable. However, this terminal is an inner city terminal that needs to be maintained. Therefore, to find out the feasibility of Sub Terminal Stasiun Hall, as a type C terminal for the period 2009-2019, it is necessary to evaluate the Sub Terminal Stasiun Hall so that its services can be improved with reference to the regulations issued by the Bandung City Transportation Agency and studies of existing literature.  Pages 24 to 34

This study aims to find out and analyze: 1) e-commerce knowledge, risk and trust towards technology, 2) technology perceptions of purchase intentions, and 3) trust in purchase intentions. The data used is primary data obtained from 134 respondents with incidental sampling method. Data were analysed using Structural Equation Model (SEM). Results from testing instruments concluded that all variables are valid and reliable as a data collection tool. From the results of data analysis it was found that: 1) e-commerce knowledge does not affect trust, 2) risk perception has a significant effect on trust, 3) technology perception does not affect trust, 4) perception of influential technology significantly influence purchase intention, and 5) trust has a significant effect against purchase intention. Indonesia is a country experiencing a high initial public offering (IPO) underpricing. The question is, what are the determinants of the IPO underpricing in Indonesia’s capital market? This study examines the effect of good corporate governance and underwriter reputation on the IPO underpricing. To achieve the aims of this study, a total of 46 IPO firms in Indonesia’s Stock Exchange were selected using purposive sampling technique from the period of 2013 to 2017. Multiple linear regression analysis was conducted to explain the impact of corporate governance mechanisms and underwriter reputation on the IPO underpricing. The results show that corporate governance mechanisms consisting of a boards of commissioners, independent boards of commissioners, managerial ownership, and institutional ownership, had no effect to the IPO underpricing. The purpose of this study is to determine the effect of capital structure, company growth and liquidity on the value of the food and beverage companies listed on the Indonesia Stock Exchange for the period 2013-2017. The method used in this study is descriptive and verification method, with the technique of determining the sample using non probability sampling, with purposive sampling method obtained from a sample of 14 companies. Data analysis was conducted using panel data regression models. The results of the study show that the structure of capital and liquidity affect the value of the company, while growth does not affect the value of the company. Simultaneously showing the capital structure, company growth, and liquidity influence the value of the company. The results also show that the capital structure, the rate of growth of the company, and liquidity explain the dependent variable. That is, 73.50% of the company value is explained, while the remaining 26.50% is explained by other variables not in the model. Pages 73 to 84

Along with population growth and increasing movements to Indonesia, railroad crossing use is increasingly high. One of the triggers for accidents at railroad crossings is the completeness of signs that meet the required standards. From the results of observations and analysis of complete railroad crossings in 3 locations in Bandung, precisely on Merdeka Street, Kiaracondong and Andir, based on the Director General of Land Transportation Regulation number: SK.407 / AJ.401 / DRJD / 2018 concerning Technical Control Guidelines Traffic on Roads in the Location of Potential Accidents at the Railroad Crossing, it was found that these 3 crossing locations do not meet the required standards. This can lead to potential accidents. Argo Parahyangan Railway Transports Passengers is currently one of the best choices in traveling the Bandung-Jakarta and Jakarta-Bandung route. The purpose of this study was to find out how much influence the quality of services provided to passengers in traveling, and promotional activities through social media are used to interest passengers to use the Argo Parahyangan Railway. The results of this study are obtained through the optimal number of employees in the Academic Administration Bureau based on workload with work sampling method, namely the number of employee requirements based on standard time values or standard time influenced by performance ratings and concession factors. In general, the number of employees in a processing activity will be directly proportional to the number of workloads that must be completed in a certain period. From the right amount of work, design is made so that the burden and job descriptions on employees is in accordance with their skills such as to encourage increased employee productivity and work units. The productivity percentage has a low value of 58%, with a standard time at most tasks of 6.82 minutes, above the standard average time of 4.42 minutes, meaning that the output is smaller because the raw time is high. Work productivity has the highest value of 409%, with a standard time below an average of 4.18 minutes, meaning that the output is greater because the standard time is low. Pages 107 to 126

Information systems are required by companies in order for them to quickly and effectively analyse and improve corporate strategies. Information becomes a major requirement in making the right decisions. Designing a data mart for companies is important for companies because data marts contain information companies need especially for Managers in decision-making. Data from the data mart are then analyzed in the dashboard to produce multidimensional data. Method of data collection include surveys, interviews, analysis, and design. The analysis method is in accordance with the needs of the Training Center Manager, while the design method uses a star scheme and dashboard concept. The results achieved are dashboards that can be seen by the Training Center Manager to evaluate the training conducted at the Co&Co Training Center. The dashboard is also displayed with a bar diagram, line diagram, and gauge. The conclusion of this paper is that there is a dashboard that analyzes data in the data mart so that it can be used by the Training Center Manager to make decisions about the quality of training and support the vision and mission of the Co&Co Training Center. The score of Indonesia's Corruption Perception Index (CPI) shows a low value and is ranked 89 out of 180 countries. This shows that there are still many cases of corruption in Indonesia. Corruption involves many elite groups in the government. Corruption can cause a lot of harm within societies in terms of political, economic and social aspects. Therefore, the community should understand the impact of corruption so that they no longer experience the many impacts of corruption. This study aims to determine the level of public understanding of the effects of corruption. The method used in this study are descriptive methods. The results show that the public's understanding of the impact of corruption has been very good. This study aims to predict variations in the value of investigative audit quality by examining individual differences of auditors such as due professional care, independency and personality. The study was conducted at the Finance and Development Audit Agency (BPKP) and representatives of the BPKP of West Java Province and DKI Jakarta Province. This research is an explanatory study with a survey approach. The primary data used in this research was obtained using a questionnaire. The population in this study was auditors who conducted investigative audits on BPKP and BPKP Representatives of West Java Province and DKI Jakarta Province. The sample was determined by purposive sampling technique and obtained as many as 106 auditors. Statistical Package for Social Sciences (SPSS) Software Version 21.0., was used to process data with multiple regression analysis. In the past, the use of cellphones could only be enjoyed by the upper class, such as artists or officials, because the price of cellphones was very expensive. But now with the development of technology and mobile information, cellphones are not only enjoyed and used by the upper classes, but the lower classes are able to enjoy mobile facilities to meet their daily needs; including communication needs and business needs. With the increasing use of mobile phones for communication and business purposes, it is necessary to conduct research that aims to determine whether there are differences in satisfaction in the use of the Simpati card and IM3 cards, and to determine the impact of satisfaction using these cards on customer loyalty. The variables tested in this study are consumer satisfaction and loyalty as independent variables. The research method used in this study was a comparative and quantitative method. The population of this research is Widyatama University students, with random sampling technique. Test analysis techniques involved Wilxocon Comparison. The results of the study state that customers are more satisfied using the  Simpati Card compared to IM3 card. From this, the data analysis continued focusing on the impact of satisfaction on loyalty using Simple Regression, with positive and significant results. This means that the variable X has a positive influence on the variable loyalty. This is because the use of the Simpati Card is considered safer, easier to obtain, has a strong signal, and has a large selection of quota packages. For this reason, the Telkomsel company recommended in this case is the manufacturer of Simpati card, as they always maintain and service its BTS so that consumers feel comfortable using the card continuously, and are even able to influence other individuals to move to the use of Simpati card. This study aims to determine the effect of leadership on performance through cooperative, competitive advantage in West Java. The samples were taken from 373 cooperative units. The method used is descriptive and verification method. The sampling technique used purposive cluster proportional sampling. The data collection was done by distributing questionnaires to cooperatives in regencies and cities in West Java. Data analysis involved Structural Equation Modeling (SEM). The research results obtained show leadership influences performance through cooperative, competitive advantage. In the formation of cooperative, competitive advantage, it was found that the contribution of leadership was more exceptional through competitive advantage, compared to the direct influence of leadership on cooperative performance. This influence implies that if leadership is strong, then the competitive advantage of cooperatives in West Java province will be good. Pages 181 to 196

Optimization of Employee Assignment Problem Base on Time Work Settlement by Using Hungarian Methods

This research aims to optimize the assignment of employees in the sewing line area using the Hungarian assignment method. The Hungarian method is a method developed by a Hungarian mathematician named D. Konig.  He aimed to overcome assignment problems by solving a weighted matrix for each task and available resources. The data used in the assignment problem are data concerning the resources and duties assigned; the results that will be obtained aim to minimizing the completion time of work. From the results of the study, after using the Hungarian method, the work completion time was 35 hours. Time efficiency was 8.3 hours compared to the time of completion before using the Hungarian method for 43.3 hours. Pages 197 to 207

Theoretical studies are carried out through an approach to reviewing concepts obtained from previous books and research, as well as examination empirically through observations in curricula over the last five years. The Indonesian textile industry has decreased due to several things, one of which is the inability of managers to deal with environmental uncertainty. Based on observations, changes in the textile industry environment are persistent and sophisticated so that more expertise is needed from managers to respond to this. In 2015, adherents of Christianity in Southeast Sulawesi constituted only 2.16% of the province’s total population. Of this percentage, about 1.41% were Protestant Christians and 0.76% were Catholics. Although Christians are a minority group in Southeast Sulawesi, it is interesting to discuss the history of Christianity in the province. The spread of Christianity reached its peak during the Dutch colonial era. Dutch missionaries were able to convert a great number of Southern Sulawesi people to Christianity, Kolaka and Konawe being the strongest Christian bases in the region. During the Japanese occupation, however, missionary activities declined due to a policy of the Japanese military administration toward Christians and their activities in Southeast Sulawesi. Historically, this particular policy of the Japanese Military administration is an interesting topic to study because of its significant long-lasting effect on Christian in Southeast Sulawesi. The key question here is how the policy was implemented and how it caused a decline in the number of Christians in Southeast Sulawesi. To address the question, this study was conducted by using a four-step historical methodology, involving heuristics, criticism, interpretation, and historiography. Based on the results, it can be concluded that the Japanese Military administration’s policy to limit the activities of Christians resulted in the discontinuation of worshipping activities and services, closing of zending-run educational facilities, killing of priests, and destruction of church congregation service posts. Altogether, these were the cause of the drastic decline in the population of Christians in Southeast Sulawesi during the Japanese occupation. Pages 247 to 260

Information technology for early childhood learning includes technologies such as computer-aided teaching tools that are used to increase understand during the introduction and passage pronunciation of Latin letters and Arabic spelling and numbers. This assistive software presents materials on the introduction of the Latin alphabet and Arabic, the introduction of units and tens digits, the introduction of Arabic spelling, and presents an evaluation or test for students after studying the material that has been given. This introduction to letters consisted of the introduction of the Latin letters (Aa - Zz) and the Arabic alphabet and the Arabic letters. The introduction of numbers consisted of unit recognition of numbers (0-9) and tens (10-100). An evaluation is provided in the toolkit for implementation along with the materials given, in the form of visuals that randomly appear and students need to match the writing on the media that has been provided in accordance with the emergence of visual. At the end of the evaluation, number of questions and answers as well as the results of calculations the final value of the evaluation are produced. This learning aid software was built using a prototyping approach, which consisted of collecting information from customers, making prototypes, and evaluating prototypes. Pages 261 to 268

The purpose of this study is to optimize the management of integrated retribution and waste retribution as expected to provide positive value and imaging of the city of Bandung, as a clean and environmentally friendly city by making waste as a resource that can be optimized as an energy source, also increasing regional original income (PAD) from the sector garbage retribution. The research method used is a descriptive qualitative method which aims to find out the nature and depth of the relationship between the two variables, by observing certain aspects to obtain data in accordance with existing problems. The data is processed, analyzed and further processed on the basis of theories that have been studied so that the conclusions can be drawn. The results of this study propose an integrated system built with web and mobile based information technology. The web and mobile-based information system are chosen by researchers because of the ease in access so that all groups are obliged to pay retribution and PD Cleanliness of Bandung City itself can easily monitor the management of waste retribution rates. The development of MSMEs in the culinary sector is one of the programs supported by the government, specifically in the city of Bandung. This is an attraction that can increase regional income and also increase employment. In line with this, to be able to compete, the Work Environment and productivity are the benchmarks for increasing the competitiveness of these MSMEs. This research measures and analyzes the influence of the environment on productivity and productivity on competitiveness. The population used in this study was the entire culinary sector MSMEs in the city of Bandung, being as many as 795 MSMEs. Sampling uses a formula so that the research sample amounts to 99 MSMEs. The analytical method uses path analysis to produce research to prove that the Work Environment has a positive and significant influence on competitiveness, the Work Environment has a positive and significant influence on employee productivity, and productivity has a positive and significant effect on competitiveness, while productivity variables do not mediate the relationship between Work Environment for competitiveness.
